Legal & Guarantees

Overview
The Bay Area Sports Organizing Committee (BASOC) formed a legal committee to address legal issues arising from the bid and to oversee the guarantee process.

Because of the diverse legal background of the committee, BASOC is confident in their ability to anticipate and handle any and all legal issues. The legal committee attorneys concentrate in over 15 areas of legal expertise and are representatives of every size of private law firm, city, county and federal government. The committee also has participation from a member of the Stanford Law School faculty and the San Francisco Giants Baseball Club.

How did the legal theme team contribute to the bid and guarantee process?
The Legal Committee prepared and negotiated Memoranda of Understanding (MOUs) and letters of commitment outlining the responsibilities of all the different licensing authorities and venues where Olympic facilities and broadcast centers will be established. This level of agreement reflects the commitment by BASOC and the community to ensure that the Olympic games can be staged at the highest levels and in full compliance with Olympic standards.

The Committee has also been working closely with Fort Ord Reuse Authority to develop plans for a world-class West Coast international equestrian center, which will remain as part of the Olympic legacy project, well after the Olympic Games are completed.

The legal committee is also charged with ensuring that BASOC complies with all legal, US Olympic and ethical requirements of the bid procedure and guarantee process.

  • Committee is made up of attorneys from throughout the SF Bay Area, including representatives from the San Francisco City Attorney's Office, U.S. Attorney's office, Stanford University School of Law, San Francisco Giants Baseball Club, small, medium and national law firms and sole practitioners.
  • Areas of expertise represented on the committee include immigration, intellectual property, labor and employment, insurance, tax, corporate transactions, real estate and land use, environmental, commercial, contracts, construction, government, sports and entertainment.
  • BASOC's CEO, Ethics Compliance Officer and Bid Director also sit on the Legal Committee.
  • San Francisco-based Thelen, Reid & Priest LLP has taken the lead in the legal effort and provides legal services to BASOC on a pro-bono basis.
